KeyOn ARRA Highlights

KeyOn has applied
for funding under the American
Recovery and Reinvestment Act of 2009 (ARRA)
and its allocation of $7.2 billion for the deployment of
broadband infrastructure, among other things. ARRA
is truly a watershed event in the rural telecommunications
industry, providing capital to extend the reach of vital
access to broadband. KeyOn has
one of the longest histories of managing and operating
wireless broadband networks in rural and underserved markets. In
addition, KeyOn’s management has significant experience
in building, operating and financing growth telecommunications
companies. As a result, our management believes that
KeyOn is uniquely positioned to meet the needs of the Federal
Government in its broadband stimulus efforts. |

of partnering with certain critical community facilities
and anchors in connection with its ARRA funding initiatives.

August 25, 2009: Working with the
State of Illinois to better serve its rural customers statewide
KeyOn Communications Inc. has received
a commitment of $3 million in grants from the Illinois
Department of Commerce and Economic Opportunity (DCEO)
in support of KeyOn’s federal broadband stimulus
application under the American Recovery and Reinvestment
Act of 2009 (ARRA), which has allocated $7.2 billion toward
broadband infrastructure.

The 2009 Illinois Capital Plan provides
$50 million to the DCEO for broadband related grants
and loans. Through a competitive process the DCEO reviewed
and evaluated applications to allocate matching funds
in time for round one ARRA deadlines. The DCEO reviewed
KeyOn’s submission and committed
$3 million towards KeyOn’s planned rural broadband
build-out under ARRA, titled “KeyOn WiMAX Illinois.”
This grant together with additional
funds sought by KeyOn through the Broadband Initiatives
Program (BIP), which is part of ARRA and being administered
by Department of Agriculture, will be used to significantly
accelerate KeyOn’s
next-generation wireless network deployments in selected
rural areas throughout the state of Illinois. The DCEO
grant is contingent upon the company’s federal application
being approved, the completion of grant documents with
the DCEO and there being no substantial changes to the
application filed with the State of Illinois.
Of the $7.2 billion allocated for broadband
infrastructure in the ARRA, $2.5 billion is administered
by the Rural Utilities Service for specific deployment
of broadband networks and related infrastructure in rural,
unserved and underserved communities across the U.S.
KeyOn is seeking $150 million of Federal broadband stimulus
funds for projects in a number of states. Using WiMAX
technology, the company expects to bring affordable,
next-generation broadband services to small towns and
rural areas that, by the definitions provided under these
programs, lack sufficient broadband access. If KeyOn’s
applications are successful, its existing wireless networks,
which currently cover approximately 2.5 million people,
would be expanded to cover as many as 16 states, and
provide wireless broadband access to as many as 6.5 million
people.
